However, despite showing obvious signs of feeling the same way, she has been reluctant to make any commitment due to her fears and insecurities, leaving the man unsure on whether to continue the pursuit or back off and risk losing her for good.

A lot of people are afraid of committing to a relationship, due to deep-rooted and sometimes, illogical fears and insecurities, despite the fact they are loved and appreciated. It could be they don't believe they're not good enough, they'll screw up somehow, and/or they find it impossible for someone to love them. I happen to know someone who is exactly like that.
